About ICT Procurement Ltd

ICT Procurement Ltd provides consultancy services relating to the procurement of ICT products and services. We provide expertise in public sector ICT procurement, with particular emphasis on case management software.

Our mission is to enable more effective and efficient procurement of complex ICT products and services for public bodies.

Why use a specialist?

Commodity products are straightforward to procure – attention needs to be given to the specification, the fitness for purpose and the price, but most organisations will be comfortable buying standard, off-the-shelf products.

Specialist ICT products and services – such as case management software – demand considerable levels of domain knowledge. Typically, an organisation might only procure a specific type of software system once every 10+ years. This means that it can be difficult to acquire and retain the necessary domain expertise in-house.

Jim Sullivan

Jim started his career with Cheshire County Council, where he was ICT Adviser to the Education Department for 11 years, procuring a wide range of ICT products on behalf of over 600 schools and colleges.

He then moved into the private sector, first with BT and then with a number of software houses providing case management systems to councils. Jim has worked at Director level in the software industry, and provides expert domain knowledge in two specific disciplines – Social Care case management and Education Management Systems – coupled with a practical understanding of the approaches which companies will take to try to gain an advantage.

It is this ‘poacher turned gamekeeper’ quality which makes Jim so valuable in procurement. He has worked on both sides of the table and remains highly sought after in industry as a sales coach.

Jim’s goal is to develop a standard methodology for the procurement of complex software products. In much the same way that PRINCE2 has made project management more systematic and transferable, a standard methodology for software procurement will reduce both procurement risks and project risks.
